We refer to your email of 22 Aug 2009.
2 Generally, PRs need to ensure their Re-Entry Permit (REP) remains valid while they are in overseas so as to retain their permanent residence in Singapore. A valid REP will also allow PRs to return to Singapore as a Singapore PR. A Singapore PR does not require a REP if he/she resides in Singapore.
3 If you have remained abroad without a valid Re-Entry Permit (REP), you would have lost your Singapore Permanent Residence (SPR). Hence, it is not necessary for you to renounce your SPR as you have since then ceased to be a Singapore permanent resident. However, should you require a letter of confirmation of your status, you can submit the following documents through the nearest Singapore overseas mission to us for verification:
a) a letter to state your current whereabouts and request to verify your PR status;
b) a certified true copy of your passport pages showing your biodata and signature;
c) your entry permit card; and
d) your Singapore blue IC.
If item c) or d) is/are found misplaced, a police report with English translated version on loss of the document is needed.
4 We would like to inform you that after the renunciation or loss of the residential status, an ex-PR is not allowed to work/study here while on Social Visit Pass. If he/she intends to continue to work/study here, he/she must apply for a working pass/student pass from the appropriate authority. Also, if the person intends to return to Singapore, he/she will need to meet our prevailing entry requirements, which include, holding a valid passport with at least six months validity, entry visas (if applicable), confirmed return/onward tickets, sufficient funds for the period of stay in Singapore and entry facilities, including visas, to his/her onward destinations.

自己是PR 了还在说别人,我真的是无语。。
己所不欲,勿施于人。。。。
自己有做过,就不要说别人。。。
还有,如果你有很多疑问,而且想帮助别人,然后就来这个上面发贴找答案,我觉得您还是最好直接 Email 到 ICA 好了,这样问题也解决了,而且还是官方的回答,然后你再发上来给大家解疑,多好,是不是。
