the 计划 is a package offered by the telcom company...like..for example,
plan a :you pay 48$ every month and you will have 500min free outgoing call,200 free MSM and 12G data(for surfing internet)...
and plan b maybe you pay 60$ per month and you will have more minutes...and so on.
most of the plan here is minimum 2 years. once you signed the contract...

can not type CHN now..sorry..anyway almost everyone here buys phone with plan...in that way the phone will be much cheaper.
