Change of employer

The following conditions must be fulfilled if there is a change of employer for Foreign Workers in the construction sector from Non-Traditional Sources or People’s Republic of China:
With transfer of Prior Approval

    The Foreign Worker’s Work Permit must be valid for more than 21 days at the point of application.
    The validity of the new Work Permit will be based on the duration of the Prior Approval (subjected to the passport and security bond validity). The Work Permit will be subjected to a levy rate of $250 (higher skilled worker) or $350 (basic skilled worker).
    The new employer has a valid Prior Approval to support the new application.
    The current employer must consent to transfer the Foreign Worker to the new employer.

Without transfer of Prior Approval

Existing Work Permit holder on levy rate of $250/$350

    The Work Permit must be valid for at least two months at the point of application. The validity of the new Work Permit will be based on the remaining duration of the old Work Permit. The levy rate remains unchanged.
    The current employer must consent to transfer the Foreign Worker to the new employer.

Existing Work Permit holder on levy rate of $500

    The Work Permit must be valid for more than 21 days at the point of application. The validity of the new Work Permit will be two years (subjected to passport and security bond validity). The levy rate remains unchanged.
    The current employer must consent to transfer the worker to the new employer.

How to apply

Besides the general Work Permit application process, additional information and documents are required.

Documents required

    The completed application form(s);
    A photocopy of the worker's passport and current Work Permit card;
    A photocopy of the valid Prior Approval to support the Work Permit application (if Prior Approval is used); and
    An original consent letter from the existing employer to allow the change of employer for the worker concerned (the current employer must state his full name and designation below his signature).

For e-issuance of the Work Permit via Work Permit Online, the new employer has to produce items (1) to (4) together with other required documents when he reports to Work Pass Services Centre for the collection of the Work Permit.
