目前市场上算比较厚道且热门的利率配套有以下这些:
DBS:
3 Years Lock-in Period, Fixed Rate:
1st Year:1.38%
2nd Year:1.38%
3rd Year:1.38%
*DBS does not provide 2 year lock-in package.

2 Years Lock-in Period, Fixed Rate:
1st Year: 1.20%
2nd Year: 1.40%

SCB:
No Lock-in Period, Floating Rate:
1st Year:0.95% + 1 Month SIBOR (Total 1.35% based on March's data)
2nd Year: 0.95% + 1 Month SIBOR
3rd Year: 0.95% + 1 Month SIBOR
Thereafter : 1.25% + 1 Month SIBOR
*SIBOR is the cost rate that banks borrow at from each others.

OCBC:
3 Years Lock-in, Floating Rate:
1st Year: 0.85% + 3 Month SIBOR (Total 1.25% based on March's data)
2nd Year: 0.85% + 3 Month SIBOR
3rd Year: 0.85% + 3 Month SIBOR

上面的利率都是“一般情况下会给出的最厚道利率”,根据你的实际情况如金额大小和年限,甚至banker们那月的业绩压力等因素……都有可能让你获得更好的选择。
此外一般20万以下的贷款不建议refiance,就算没有clawback不用还之前银行给你的legal subsidy,就算新银行也给了你legal subsidy(一般0.04%), 实际省下来的利息可能和律师费自己补足的差额差不多
最后refinance前务必确认自己当前到底在什么利率(不然如何知道能省下多少钱),过了锁定期没有(过锁定期前两三个月就可以找其他银行拿approve了),还有尤其头几年特别给力的那种利率配套,往往就是一过锁定期坑你没商量的internal board rate了=_,=
